The Jewish periodicals published in Nazi Germany are an important historical source for researching the lives and suffering of the Jewish community under the Nazi dictatorship. The digitalisation of the Jewish periodicals in the holdings of the German National Library’s German Exile Archive 1933-1945 already began in 1997 with the support of the German Research Foundation (DFG). The licensing service for out-of-commerce works (VW-LiS) has now been expanded for the exclusive, legally compliant publication of the digital copies online. Together with VG Wort and the German Patent and Trade Mark Office, the German National Library has developed a workflow for the licensing of out-of-commerce periodicals. This has made it possible to license the Jewish periodicals and once more make them globally accessible.

In most instances, journals and newspapers were published as organs of the Jewish community’s (in some cases newly established) self-help organisations. They must therefore be viewed as a direct response to the persecution by the Nazi regime. Because of the situation in which they survived, access to these periodicals was for a long time restricted. The German National Library has digitalised and catalogued the most important of these in the DFG project “Jewish periodicals in Nazi Germany”. A total of 24,778 pages from 26 periodicals of 1,436 issues have been digitalised and now licensed for online publication. Online access is of interest to exile researchers as well as teachers and journalists. Private individuals, who might e.g. be tracing family members, can also use the publications for their research.

Since 2015, the German National Library’s licensing service for out-of-commerce works (VW-LiS) has been Germany’s national “single-access point” for public cultural heritage institutions regarding the licensing of out-of-commerce works pursuant to sections 51 and 52 of the German Collecting Societies Act (VGG). VW-LiS efficiently combines research and data-processing procedures, thereby enabling the digitalisation of, and open access to, works of the 20th century. The rights are administered by VG WORT und VG BILD-KUNST. Out-of-commerce works are announced in the public register of the German Patent and Trade Mark Office.

Background

The task of the German National Library’s German Exile Archive 1933–1945 is to collect publications and documents relating to German-language exile during the Nazi dictatorship. The publications include all books, brochures and magazines published by emigrants abroad between 1933 and 1950. The documents include personal legacies, archives from exile organisations and individual autographs.
